Det. Mark Horton has been assigned as an investigator with the Threat Evaluation and Offender Management Unit since 2011, managing and monitoring high risk offenders in the community. Det. Horton completed his board certification in Threat Assessment in January 2020 and is the first member of the Ottawa Police Service to be certified in any police behavioral science discipline by the RCMP Behavioral Science Branch in Ottawa. A graduate of Carleton University, prior to joining the Ottawa Police Service Det. Horton served with the Correctional Service of Canada as an Institutional Parole Officer at Joyceville Institution and Springhill institution. After joining the Ottawa Police Service in 1996, Det. Horton served in patrol operations, as a community liaison officer, and worked as a District Investigator. With his background in corrections, Det. Horton was selected as the first OPS Community Correctional Liaison Officer, embedded for two years with the CSC Ottawa Area Parole Office. Det. Horton has also been seconded to RCMP Protective Operations in Ottawa, and served on an international policing mission in Afghanistan Det. Horton has 25 years of service with the Ottawa Police Service.
